The official page is now http://www.symantec.com/enterprise/support/downloads.jsp?pid=15143 , but you can still access the patches via ftp if you'd like.

To access ftp patches via the web, point your browser to ftp://ftp.support.veritas.com/pub/support/products.

If you want to access patches via the command line, you can use any ftp client, using "anonymous" as your user id, and your email address as your password.
