Why does a manual savegrp of index only (savegrp -O -l full) issues 4 mount notifications?

Seems to break the data into 4 streams which basically writes only a small amount of the bootstrap to each of the 4 tapes. Basically it wastes three tapes when I'd prefer that it write to only a single tape. This didn't do this when I was running 5.5.1 build 115 of the server. I am currently running 6.0.1 build 174. Anyone else experience this?

I have already tried changing the client setup (this client also happens to be the server) parallelism parameter to 1 from 4, and it hasn't helped. Any ideas on this one?
