After lots of research for a better menu system, I found this one (swmenufree).

This new menu allows me to have a horizontal menu with active submenus.  This allowed me to get rid of that whole column on the left that was just taking up space.  Critical stuff is still on the right, but now there's more room for data to breath. 

and is easily customizable as well.  It does mean, of course, that popular things like the forums are two clicks away.  The links still work in lynx, which means that Google should still be able to crawl me.  But I can't seem to use the site in Firefox if I have javascript disabled.  Not sure what's up with that.

I've also divided the various parts of the site into two main categories, either "Get Help" or "Share Your Knowledge."  I'm hoping that this will remind some users to contribute to things like the FAQ and the forums.

it is OK, but for some reason the top blue bar and then the new menu also in the same blue make a confusing whole.

Interesting. I'm working on a different template and color scheme. We'll see how that goes.
