BackupPC full incr backup

I set a backuppc [url=]this way[/url].
It works, but full backup is not running. The level1 incremental backup is running instead of full backup. Why?
The backup summary [url=]here[/url].
So, the summary:
Full backup: ok
incr.backup: level1
incr.backup: level2
incr.backup: level3
incr.backup: level4
incr.backup: level5
incr.backup: level6
incr.backup level1 instead of full backup (and remove the previously level1 incr.backup)

Why does not the full backup run?
I don't find the problem in config.

Full backup will backup all the data on the drive. So, we always make a full backup after we install the system. But the data will be increased, so we have to backup data after a period of time. However, full backup will storage the backed up files again, so that it will take a lot of time and occupy more space. Thus, it is no need to make full backup except the first backup.
I'm very curious about that why you make a full backup and incremental backup at the same time. I think maybe there isn't any trouble with the scheduled because the [url=]incremental backup[/url] is based on the full backup.
