tar backup to Drobo errors with aquota.user: Cannot utime: Operation not permitted /bin/tar: Exiting with failure status due to previous errors

Below is the full tar command we use to backup to a Drobo FS from a Fedora 25 host. As you can aquota.user is excluded from backup. Is there another reason for this error?
