ADIC Scalar 24 moving cleaning tape help needed

Post ADIC Scalar 24 moving cleaning tape help needed 
I have problem to find out how to move cleaning tapes from slot 22 to slot 21. I could use command move through LCD and I can set up src of tape to move up 16 slot - which is populated with cartiges, while cleaning tapes are on slot 22 and 23. The same case is with export command. Am I missing something?

Do I have manually to get the cleaning tape out and move to slot 21?
