Backup Exec 9.1 not able to connect to remote server

Post Backup Exec 9.1 not able to connect to remote server 
I have a Win2k3 R2 SP2 server running Backup Exec 9.1 Rev 4691 SP5 and am trying to connect to a Win2k3 R2 SP2 server. I have run the setupoafo and setupaa commands and verified that the necessary services are running after rebooting.

When I attempt to configure a backup of the remote server I get the following message: Selection of this item is disabled.
You are not authorized to access this item, a license key for Backup Exec Remote Agent for Windows Servers is not installed on the machine, or the Remote Agent is old or incompatible.

How do I get the license key to the remote server?

I just ran bediag against the remote server and received this message:
dbu_error_cant_initialize (3), OS error 0x2.
