Post Backup of my Backups 
I want to copy my local backups created by Backup Exec to an external hard drive and move them to an offsite location.

What files should I be moving to my external hard drive? I see the .bkf files which are all about 1 gb in size, so I figure that is where the backup data I need, but do I need to backup the catalog and anything else as well. In case of a total meltdown of my server room.

Yes the BKF's are your backups. In BE2010 R2, you would create a "Duplicate job," of your backup to disk. R2 is more friendly to USB drives that get plugged in and out.

Outside of that you want your DATA and CATALOG folders also backed up. These are located in the installation directory of BackupExec.
