It sounds like it is a case of overpromoting more than a matter of your
bump parameters. This is a common scenario for overpromoting when your
number of DLEs is less than the days in your dumpcycle. Likely the
dumptype parameter "maxpromoteday" set to 1 or 2 or even 0 would give
you what you want.
