i just upgraded from stable version 2.0.2 to 2.1.0beta0 and tried to get the same problem you did.
at first no hosts showed up in the pulldown menu and i thought i got the same problem that you have. then i realized that i didn't copy the .htaccess so i was not authenticated as admin (doh).
after moving that file to the proper location everything worked fine, including restore to a client via rsync.
and another suggestion about the newly implented css styles:
right now, the whole css style content is saved in the main backuppc config file. this makes it even bigger than it already is.
how about adding something like "<link href="style.css" rel="stylesheet" type="text/css">" to $Conf{CgiHeaders} and leave the whole style content there?
