Chinese file name and locked file

Post Chinese file name and locked file 
Hi,

I have installed BackupPC on a testing machine for 3 weeks, I have
used it to backup about 10 servers, most in LAN and some connected
through broadband, so far so good.

OK, back to my questions,
1. Chinese characters filename cannot display properly in cgi interface,
I have tried to change the encoding in browser, but no success.
(Use IE6 and Mozilla 1.5 in WindowsME), but it show correctly in IE
status bar when I move the mouse over the link. Any suggestion?
2. smbclient has a limitation of coping locked files, how about
rsync/cygwin running in Windows?

I believe things work for some charsets (eg: french). Unfortunately
I don't know too much about rendering non-English strings. If you
can figure it out and submit a patch that would be great.

Windows file locking also applies to rsync/cygwin. There is no
current open source solution to the Windows file locking problem.
