melange of winxp client rsync issues

Post melange of winxp client rsync issues 
I have some different problems on 2 win XP boxes (of my now dozen boxes
being backed up -- and growing!)

On PC 1, backing up over the net:
- running rsyncd as a service (standard install, use service.bat), appears
to run just fine, growing in size after the rsync connection is made
- however, after delivering the initial list, only about 50K of files are
transferred (the same files, over and over, actually)
I have timeout at 43200 on the machine-specific config, and connections at 4
fwiw
Note, CPU utilization goes from 25% or so down to zero when transfers start
(I'm watching the "new" folder to guage when the transfer start -- when it
gets created, I figure the transfers are starting on this partial, full
backup).

So any idea of how to get rsyncd to actually transfer files / what might be
the problem?

PC 2, running over the internet
- rsyncd won't run as a service, generating 1062 errors and 1067 errors when
starting
- has anyone gotten those errors on a windows client and/or figured those
out?
- repeated removals / reinstallations have not yielded any improvements

Lastly, does rsync/rsyncd need TCP *and* UDP to be forwarded on port 873 to
the client? I've been trying both port forwarding and UPnP port forwarding
to see if either improves the situation for PC #1 above. I've been using
*both* on most of the PCs I'm backing up over the net, but just curious
(Linksys, various flavors)

oh, one more item: Corey Baldwin inquired last month about ALRM=PIPE and
ALRM=Signal error messages, but I never saw a response in the thread. Did

Is this trying to complete a partial full? It might be worth ignoring
the partial and do a fresh full. Set $Conf{PartialAgeMax} to 0 to
ignore the previous partial backup.

Sorry, I've never seen these errors.

Rsyncd should only require tcp port 873 open. It doesn't use UDP.

I had this problem at one point earlier. If I remember correctly, it
was caused by a stale rsync process (or maybe the ssh process that was
killed when I killed the rsync process)
