Some further googling eventually gave the solution.
Create a symlink in /usr/lib:
# ln -s /usr/lib64/BackupPC BackupPC
# service backuppc start
Now starts the BPC daemon correctly.

You might be better off with the 3.2 version in the EPEL repository.
Not sure if it has this issue, but there were several bugfixes in 3.2.
