Some further googling eventually gave the solution.
Create a symlink in /usr/lib:
# ln -s /usr/lib64/BackupPC BackupPC
# service backuppc start
Now starts the BPC daemon correctly.

You might be better off with the 3.2 version in the EPEL repository.
Not sure if it has this issue, but there were several bugfixes in 3.2.
V3.2 is what I tried after initially getting the error. Problem was that BPC
3.2 also gave the same error.
It would seem the problem was more with CentOS though, at least according to
the bugtrack-url above. BPC itself has always been fine and rather error
free.
