No, currently this is not possible. In fact, because of pooling it is
not easy to compute exactly how much actual storage a given client is
using. It would be possible to add some configurable limit, based for
example on the total size of the fulls and incrementals, or the total
compressed size not already in the pool.
A bandwidth limit is not currently supported, but it would be possible
to add one. In fact, rsync already has a --bwlimit option. It is
ignored by File::RsyncP but should do the correct thing for the rsync
running on the client that is sending data backup to BackupPC, which
is the main direction of data flow.
