Sorry, I can answer my own question now...
I had to add my backup user account in config.pl -- I hadn't quite
understood that the cgi was giving user specific information (actually,
that could be really useful!)
$Conf{CgiAdminUserGroup}
$Conf{CgiAdminUsers}
