No, it's been an advisement by CommVault since V1 - your clients can be
behind but you should always have your CommServe [CS] at same level or higher than your media agents and clients. Media Agents definetly you want to try and keep in line with same patch level as your CS.
Not uncommon .. Symantec NetBackup also has the same advisement regarding master/media servers .vs. clients, can't say much for other products.
Basically - if you patch your clients higher than your commserve/media agent and you have issues, then do not be surprised if Support refuse to help you until you patch your CommServe/Media Agents properly and re-test the issue at hand. It may sound harsh, but fair given that updates may potentially bring protocol updates, changes to various agent handling, etc.

Your Commserve always need to be at the most recent version, and it is strongly recommended to have the Media Agents at the same SP level. Agents can be up to 2 full versions behind (ie version 7) but you won't benefit from version dependant updates or features if you are behind.
The installer always check for the version installed on the Commserve and will prevent you from being ahead of the Commserve or to install an older version.
You can use the CopyToCache tool to populate your update cache, if you still have the SP2a install package(s). CopyToCache can be found in /Program Files/CommVault/Simpana/Base. Once your cache populated, you can use the build-in install tool in the V9 console to deploy the MA (Tools>Add/Remove Software>Install Software)
