Just installed an AD iDA agent. Do I need to run this exe tool? What
if we never have a need to recover "user and computer" passwords?

Correct.  It's not mandatory to run it. You just need to be aware that you'll need to re-enable the user account and have them reset their own password if you restore the object.  From BOL:

When restoring the attributes of an undeleted object, the system brings back the user account as enabled, but the operating system security marks it as disabled. You will be prompted to reset the password upon the next log on.

However, if you have run the adldaptool.exe utility prior to backing up the Active Directory, the passwords will be restored and there will be no need to reset them.

I tried to run this the other day on a newly installed domain controller, but it failed to run. Can i run it at a later time?
If it has previously been run, is there a way to verify it? Maybe that's why it failed?
