This was indeed the way initial licensing has been defined with NW 7.x.
Lately this has been relived and you can have some/few file systems
that will sum up to your license.
The disk backup licenses have also been made stackable. This means that
if you need 2TB you can use 2 1TB licenses.

From the way it has been explained to me you can have one=20
physically array(or internal disk with up to 1 TB. So you=20
can't take say 500Tb from and Nexsan array mix it with 500TB=20
from a Clariion array with the same license. This is how it=20
was explained to me by our VAR. We're still on 6.x so I=20
can't confirm one way or the other.
