Note:
Cloning and Cloning is not the same.
Cloning in nsrclone is 'real cloning' and MUST have a clone pool as target
Cloning in nsrstage is 'not real cloning' and CAN have a clone pool as target
but also a backup pool as target.
By the way thanks to a mail from Davina some time ago.

It is perfectly possible to stage to a backup pool, I do this daily when
moving data from disk device to tape. I backup to disk, clone to tape
for offsite storage and then stage to tape after 7 days. Works without
problems.

different tape?
I've used it, and unfortunately it starts with a clone operation so
you'll need to send it to a clone pool. Not a big issue with me, I keep
a couple pools hanging around that I can reassign between backup and
clone pool type so things like this can be done.
From the manpage:
DESCRIPTION
The nsrstage program is used to migrate existing save sets
on a manual basis. Migration is the process of moving one
or more save sets between volumes. The process begins with
a clone of the specific save sets to the new volume speci-
fied, followed by the deletion of cloned save set entries
from the media database (see the -S description). Finally,
the possible removal of the save sets from the original
source volumes. The second and the third operations are
triggered by the successful completion of the previous
operation. The data is moved to new media volumes, making
room for new data on the original volumes.

that does not have this limitation of clone pool
Good point. I don't use nsrstage currently. I thought that it needed
to be set up in a particular location first (like a stage disk).
Looking over it I see that might be pretty easy to use in isolation.
