Recover files without OS permissions?

Post Recover files without OS permissions? 
I've been asked if there is a way to recover files without the OS
permissions associated with the files. (In this case, recover Windows user
home folder files, but without the ACL that limits access to only the
user).

They want to be able to recover the files, and then examine them ..
without seizing ownership and adding another user account to the ACL,
which would change the modification dates of the files/folders.

I am unaware of any way to have NW do that. Am I wrong?

You can ignore this question. Yes, I realized I asked it before, and the
situation came up again,. However, as one of the respondents at the time
pointed out, seizing ownership did not change the date
created/accessed/modified, so the 3rd party folks are happy and now
copying the recovered folders. Oddly, when we did this a few months back
(the first time I asked this question), seizing ownership did change the
modification dates. No idea why now is different from then.

But anyway, it's no longer an issue for me.

Post Recover files without OS permissions? 
Are these your legal folks? With our legal folks, we have had a
spirited debate if restoring a file and toggling the "read only"
attribute (to prevent future oops modifications) constitutes a
modification itself...

I'm looking for a way in NW to do this, like you can in ArcServe, for
example. So who is the requestor is doesn't really enter into it. (for the
record, my boss wants to know, for when we do get legal requests)
