Is there a required enabler to upgrade from 7.0 to 7.1.3?

I'm currently on 6.1.3 and upgrading to 7.1.3 in 2 weeks. I have the
Update/8 enabler, but I can't find anything for 7.1.x.

No there isn't. This is only usually necessary when upgrading between
major versions.

That's because an upgrade enbler is not required for going from 7.0 to
7.1.3. As a rule, upgrading within a NetWorker version does not require
any enabler codes.
