If it uses cygwin it definitely also needs unix line endings.
I spent a
full two days before figuring this one out, so I remember quite

I dont have experience with this specific version. I use
cygwin with
rdiff backup. From my experience:
- include / exclude files must be unix type text files.
- d:\ seems to be /cygdrive/d
