is it possible to specify the arguments passed to "cp" before rsync is

No. But if you don't specify cmd_cp at all, then rsnapshot will Do The
Right Thing itself, just do it a little slower.

Did provided cmd_cp but enabled link-dest - seems to work.

However the option "-a" does produce many "errors" because my
destination (cifs) is not able to preserve some attributes (e.g. owner
and group).

This will make it very hard for you to restore your backups.

I know - but thats what i got to save my stuff to at the moment - no
other option.
All i want to have is a backup of the data - the rest like owner and
group would be nice to have but its not that "problem" in my case to be
lost.

HOWEVER, I don't believe that CIFS supports hard links, and so you won't
get the biggest benefit of rsnapshot - namely that it saves disk space.

I thought it does support hard links.
At least wikipedia http://en.wikipedia.org/wiki/Server_Message_Block
does tell this (... Microsoft launched an initiative in 1996 to rename
SMB to Common Internet File System (CIFS) (pronounced /ˈsɪfs/), and
added more features, including support for symbolic links, hard
links ...).
Afaik cifs implementation on linux does support them too - so i get use
of the biggest benefit here.
