Is there a way to prevent normal users from shutting the system down
(rebotting/hibernating/...) while rsnapshot is running?

Write a restrictive /etc/shutdown.allow at the start of the rsnapshot
job and remove it (or replace it with a permissive one) at the end?
See man shutdown to see if it will work for you.

Hope that helps,
