This is 1.3.0 on an FC5 server. Has anyone else seen this problem?

I couldn't get rsync --exclude parameters to do anything but adding the
pattern to the config file's exclude directives appears to work correctly.

This machine has been fc4, fc5 and fc6 in the past couple days, so I
can't say for certain that it worked with fc5 but at least with fc4 it did.

Can you clarify this for me? I added the file to exclude in
rsnapshot.conf's 'exclude' parameter. When I ran it, the exclude was
passed to rsync correctly, but it didn't exclude the file like it should
have.

How exactly are you doing it?

rsync is *very* particular about how 'exclude' parameters are formed.
It confused the hell out of me for ages too, but it does work. You can
find the details in the "FILTER RULES" and "INCLUDE/EXCLUDE PATTERN RULES"
sections of the rsync manpage.

You are so cynical. And by "cynical", of course, I mean "correct".
