We’ve seen the same error doing restores using the Java Admin GUI via our workstations. If we use the Windows Backup and Restore utility on the Windows backup host the restore works fine.

Their is a known bug in v7.1x with doing restores with Flashbackup policies. You may want to make sure that you can telnet to ports 443 and 902 from the master and media server to the V-center host and ESX box. During backup the master sends v-storage API to the v-center host which tells the ESX host to snap the VM and send it to the configured media server. When doing a restore the media server will send the data to the v-center hoist which passes it to the ESX host (bad design and SYMC knows about it)

Also to improve restore performance enter the ESX host into the credential section of the Admin Console. I had a 14GB VM that took 8 minutes to backup but took 6 hours to restore, once I entered the ESX credential into NBU the restore took 8 minutes.

Where is the restore being initiated?
Master Server or VM Backup Host or Client Admin tools on local machine?
