How can you change NetBackup's bp.conf/registry settings on multiple clients?

All you have to do is use the bpsetconfig command. It will set or change any NetBackup "bp.conf" settings on any Windows OR Unix client. (bp.conf settings in Windows are stored in the registry.)

You can also set exclude lists on Windows clients, but not Unix exclude lists, as they are not stored in the bp.conf file.
